NVIDIA has the photoshop plugin for taking a texture and making a normal map out of it. Also there’s the NVIDIA normal mapper called Melody which takes a high poly and low poly model and generates a normal map from the high poly that maps to the low poly.
Here’s melody: http://developer.nvidia.com/object/melody_home.html
Here’s the plugins: http://developer.nvidia.com/object/nv_texture_tools.html

If you are talking of the Maya plugin that generates normal maps from a high poly mesh, then you are probably looking for ORB. Don’t have the link, its widely used and will be easy to find.
