it can be done using directx / VB / VF etc.

The current version of GL (1.3) doesnt have fancy abilities like getting data from a capture card directly into frame buffer or texture memory.
I havent read much about GL 2.0, but I think it will provide such solutions.
If you want to read a AVI file, then that’s a different story. GL doesn’t care about image format. Its your job to read them and give them uncompressed or S3_compressed to GL.
