Function to render a flat 2D mesh

I am in need of one.

I have a heightmap texture loaded in from a text file and now i need to render a 2D mesh.

Can anyone help. Im not very good with OpenGL, so if you could, could you go over loading a heightmap as well so i can see if i’m on the right track?
