Should one care about setting the refresh rate as high as possible or leave it at default? If one should set it as high as possible can one be sure that EnumDisplaySettings only lists refresh rates that are supported?
On some systems can you not change refresh rate. I think that is true for all win9X systems. My guess is that EnumDisplaySettings only lists refresh rates that are supported but you should look in the GDI documentation.

it is possible to change the refresh rate with change display settings. test it first though by passing the TEST flag in. (sorry cant check it exactly at the moment). you dont wanna sscrew the monitor
