When Q3A says it doesn’t support OpenGL, it meand you don’t have drivers for hardware accelerated OpenGL. To solve this, you should install the lates OpenGL drivers for your card. You can probably find drivers on the manufacturers site, or on the Q3A cd (GLSetup - only works on Win9*).
If you have an older card, it’s very likley your card doens’t have hardware acceleration at all, and the only thing to to then is to buy a new card.

If GLSetup says it’s not supported just means than GLSetup doesn’t have any drivers for your card. But since most manufacturers that provides OpenGL support adds drivers to GLSetup, I would say that you might get some trouble getting drivers.
Your specification only says it’s accelerates Direct3D, but doesn’t say anything about OpenGL.
I’m sorry, I cannot say any more that I have already said. OK, I can - buy a new(er) card, considering what you wrote in your specification, it looks slightly old.
