Yes. If i understand you correctly this is exactly what you want. To manage default framebuffer attachments as GL objects - of course its gonna need system specific calls now.

IIRC this is how framebuffer works in GLES on iOS (at least from my _very_ brief experiences with it). You essentially attach 'window' surface to an RBO and then are on your own.

You can not write statements in the global scope in C, they need to go in functions.
Id suggest dropping the idea of learning both OpenGL & C at the same time.

Anecdotal. But i know of at least one GL implementation that does not support the feature 'natively'.
Shouldn't really be much of surprise given how DX specified restart index.

Please do use the functionality, but do not use the function. Setting index to non-default is a bad idea. Just glEnable(GL_PRIMITIVE_RESTART) or better glEnable(GL_PRIMITIVE_RESTRAT_FIXED_INDEX) (if...

I think i saw tablet with PVR chip some time ago that did return noise from those functions. Mesa (swrast) also does :)

No they don't. If they can sniff changes (or lack of them) they can be efficient (or at least, more efficient).
NV does such optimization on Windows iirc.
