How would I achieve an animation like this with fragment shaders?

I am not a coder and have only ever 2D animated. For use in a game engine I would love to learn how to specifically be able to design transition animation effects such as these.

I would incredibly appreciate if somebody could point me in the direction towards being able to problem solve something like this.
