Can anyone help me where to download OPENGL 4.1 (the latest version of Open GL).

You don't download OpenGL, OpenGL isn't software.

You can download the latest OpenGL 4.1 by purchasing a graphics card that is feature-ready for the API and supported by the card chipmaker and board designer (e.g. NVIDIA or AMD). And then by downloading & installing the latest graphics driver update from the card chipmaker.

At this point you have "downloaded" OpenGL 4.1, which comprises the graphics hardware and the installed driver software.

Once you have this you can download the SDK from the appropriate vendor and hope that the SDK includes support for the version of OpenGL you are interested in.

Finally you will still need to obtain the entry points for new functions and extensions using API query mechanisms or some library that helps you populate an appropriate function pointers.

Strictly speaking you could skip the SDK download stage if you can get the right headers and populated function declarations from a wrapper / helper library for extensions.
