You should already have OpenGL installed, because OpenGL comes with the driver of your graphics card. According to the AMD website (where you can download the drivers), the newest driver that can be downloaded for a Radeon 9250 for Windows XP (it cannot be downloaded for Vista) is version 6.11.

As your information shows that you have version 6.14, I guess you are using a driver that came with Vista pre installed and that is the newest driver available for your graphics card in windows Vista.
