Poor performance using GLSL

Okay, I understand that ATI drivers suck, fine, but whenever I use shaders, I get a rather dramatic drop in geometry performance, I’d go from 75mtris/s down to 50mtris/s in a single textured, coloured example.

The problem is clearly not in shader complexity (the simplest shader possible slows down),
I’ve been experiencing this for about 2 years now, am I going insane?

Currently I’m using a 9600 pro, catalyst 6.4 drivers.

i’m using powercolor 9600xt, 256mb. 6.4 driver only - no catalyst. everythings okay. most of directx and opengl sdk examples running perfectly - with acceptable framerate.
