Can't start: Environment Bump mapping

hello!
well… I want to implement Environment Bump mapping with pixel Shaders (ARB_fragment/vertex_program or GLSL)in my engine. All people saying about this but I can not find any tutorial or source code on the internet! can someone help me giving me urls, tutorials, links or source code? thank you!
