GLU 1.3 ??

Where can I find GLU 1.3 binaries for a win32 system ?
I know it is in the Mesa since the version 3.5 but our system does not use the Mesa !
I need the GLU 1.3 to use the gluBuild2DMipmapLevels function and to limit the number of these levels.
