Is there any good texture generator software that I can get textures which can be soomthly tilted?
If you were to ask in an on-topic forum, such as http://www.gamedev.net/ or http://www.flipcode.com/ or http://www.polycount.com/ they’d probably point you at a number of programs, for-sale, and even free texture banks on the web.
As this isn’t, we won’t. But we’ll mention “google” just to be friendly.
And lets not forget that this very site has a large list of Opengl based applications that include products with the exact function you’ve asked for.

GenTex is freeware, Texture Maker (a much more advanced version) is commercial. Both support the creation of tiled images.
