Which higher level libs for OpenGL are suitable as parts of game engine?

Can anyone suggest which of the free, higher level OpenGL libraries are suitable to use in a game engine for Windows platform? Or pehaps have already been used in certain games?

I haven’t used it yet but you can take a look at SDL (Simple DirectMedia Layer). It provides highr level functions which makes game creation process much faster. Might be worth checking out…
