Is there an OpenGL port(s) for handhelds? For example, an OpenGL port for PocketPC?

I suggest you read http://www.gamedev.net/reference/programming/features/pocketpc/page2.asp, or at least the last paragraph.

By the way, that link was the first hit of a Google search for “opengl for pocketpc”.
