is there any difference between ambient light from a local light and the global ambient light?

Yes, local will have local effect and global will have global effect 
Think of ambient as of say, sun light - it’s everywhere and everything is lit with same strength.
In fact however, we don’t have any ambient (sun is diffuse) light here on the earth, it’s used for graphics mostly not to let things look very dark and give them some minimal amount of light.

A little question from me here too…
Are ambient lights cumulative? So, if I enable LIGHT1 and LIGHT0, both with some ambient light, are they added together? Or modulated? Or does one stay off?
The contributions of each active light are all added together.
