I have been asked to an oblique projection on an object, but have no Idea of how to go about it, every where I look I get the following peice of info... openGL does not support oblique project

can anyone tell me how to go about it please

If you can express it in a 4x4 matrix, OpenGL can deal with it. You just need to change an orthographic matrix so that it adds values to the x and y coordinates depending on z.
Should be straightforward (not tried), it should have two factors in the z-column of the 4x4 matrix (element m[8] and m[9] in OpenGL's row major 4x4 matrix speak.)
