where can i find a complete documentation for the functions of open gl 1.3 and 1.4 ?

and it doen’t say how use the new functions.

Those functions are documented in extensions documentations. Because OpenGL 1.3 and 1.4 are upgraded with extensions. I didnt use GL extensions yet but if You want to know something more about those specifications look at: http://www.opengl.org/developers/code/features/OGLextensions/OGLextensions.html
