Error Starting program

Here is my questions… I have a new workstation… every so often I will get an error message that states
“Error starting Program”
A required .DLL file, OPENGL32.DLL was not found.

How can I fix this… where can I download this file from?

this should be in your windows\system folder… or at least where the exe is
