Does anyone know where I can download GL_EXT_texture extension required for my code to run.

If you’re talking about the extension’s specification, it is found here : http://oss.sgi.com/projects/ogl-sample/registry/EXT/texture.txt

This extension is very old (last revision dated April 1996, that’s 7 years from now) and has been integrated in the core for a long time (OpenGL 1.1).
