I’m just getting started, coding in OpenGL for a college class I’m taking. I have C++ installed on my PC, running windows 2000, do i have the OpenGL libraries i need to code? if not, where do i get them/how much does it cost?

You already have all you need on your system.

The best thing I can recommend for a complete beginner, is go to http://nehe.gamedev.net

There are many tutorials there.
