I need to find a 32MB OpenGL 1.4 compatible PCI or AGP 3D Hardware Accelerator with Hardware Transform and Lighting Capability.
and a Non-Windows Generic OpenGL 1.4.0 drivers

Sound like you are reading a game’s requirements list.
AFAIK, cards that support 1.4 also support 1.5 (all Gf 2, 3, and 4)
I think Radeon 9200 and below is at 1.3
Gf FX and above is at 2.0
Readon 9500 and above is at 2.0
If you’re going to buy a card, buy the 2.0 generation.
