TyphoonLabs has released a very complete OpenGL Shading Language course that covers everything from the basics (specification, built in stuff, small programmable hardware history, brief programmable vs fixed hardware comparision) to some advanced render techniques (parallax shaders, bump mappoing, etc). It also covers the OpenGL bindings needed to use OpenGL Shading Language shaders, and some instructions to manage shaders with the OpenGL Shader Designer.
