Extglgen extension loader library bug fixes

Extglgen is a popular tool to generate an OpenGL library to load and use all OpenGL extension functions up to OpenGL 1.5 that are defined in the SGI glext.h header file. In the latest release, the generated library does not solely rely on wglGetProcAddress to return NULL if an extension is not supported, but it first checks the OpenGL extension string.
