Updating my OpenGL and graphics driver.

I have OpenGL Version 2.1.2 (I used the program GL Doctor to find this out; it's safe (I used anti-virus programs and "Is this website safe?"-type sites to check) and can be downloaded at http://ononesoft.cachefly.net/support/DoctorGL.exe.zip. The latest version of OpenGL is 4.2 . How do I download version 4.2 (and I mean the actual OpenGL program, not add-ons or extensions.)? My graphics driver is GeForce 6150SE nForce 430 version 197.39 . If I update it to version 301.42, will it give me OpenGL 4.2?
