Available .3ds file libraries or organizations?

I'm a good programmer but a god-awful artist. Are there available either libraries of .3ds files for use in an application or game, or consulting firms that can create 3ds files that you can buy and then use or anything like that?

Side question: What do you recommend as a 3ds file building/editing/drawing tool? Are there any?

    Thanks
    Joe

Question #1: Yes. Try http://www.3dcafe.net for 3ds mesh models to purchase. I believe they sell libraries as well.

Question #2: Well, 3DStudio Max would be my first suggestion, but I assume you've already had a look at that (and it's price tag). I toyed with Anim8or for a bit, and it's good for manipulating 3ds files. I'm not an artist by any stretch of the imagination, but I managed to crank out a few neat models with the tool. http://www.anim8or.com
