Internet Explorer Issues HELP!!!

I am getting a message that will not allow me to alter my internet options in internet explorer. The message is as follows:

This operation has been cancelled due to rescrictions in effect on this computer. Please contact your system administrator.

I am running Windows XP Pro and IE 6.0. How do I get my ability to administer my own internet options?

Simple, log-in with an account that has "Local-System-Administrator" rights.

If you dont know how to do that, its better that way.

And BTW: This is an OpenGL related forum, not an M$ related one.
