I want to use it. But I afraid it is not in extensions.

All of them. Every graphics card since the TNT has supported that.

I believe that secondary colour went core in 1.2: http://www.opengl.org/registry/specs/EXT/secondary_color.txt

If you can find any hardware that doesn't at least support OpenGL 1.2 (and that isn't being used by retro/nostalgia junkies) then you'll be doing well.
