OpenGL ICD Development Kit

Hi, I am a reseller and have a client wondering how to obtain OpenGL Installable Client Driver (ICD) Development Kit. This kit is referenced on the MSDN, however there is little information on how to obtain it. Does anyone know where I might be able to find it? Thank you.

You have to license this from Microsoft, assuming they are still granting ICD licenses.
