Line latch is an circuit design. You convert say 3-inputs to select from 8 outputs for a 3to8BinaryLineLatchDecoder.

See Line Latch Decoder on google. Not graphics related.(Except maybe to draw a line latch picture, in which case find Graph Algorithms and Graph Drawing ALgorithms)
