Vertex programs?

I'v just heared the words vertex programs, and I downloaded some per-pixel lighting demo using them, but I don't know what they are and for sure I don't know what they are used for and how. So, would some one be so nice and refresh my knowledge.

I don't think those nVidia's pdf papers are good for learning, the don't include any real code. That pdf I downloaded may be good, it would be better if I could see some easy-to-understand example code too.
