How does per pixel shading work?

i saw this http://www.nvidia.com/Products/geforce2ultra.nsf/perpixel.html and i was wondering if opengl can access the per pixel shading features of cards such as the geforce 2.

Yes OpenGL can and I believe that there is a tutorial for that on the nVidia web site as well.
