The SIGGRAPH 2001 Shading Course Notes (http://www.ati.com/developer/ATIHardwareShading.pdf) are the best reference for this. For fragment shader sample code, grab the R8500PointlightShader (http://www.ati.com/developer/R8500PointlightShader.html) sample app.
