Where i can find and download OpenGl 1.2 (or later) SDK for Windows ?
Is exist sowtware-render opengl 1.2 for Windows?

OpenGL 1.1 is the latest for Windows.

Ah, if you want a software renderer for Windows, have a look at Mesa (http://www.mesa3d.org) . It's an OpenGL-like API, and it implements the OpenGL 1.3 specification.
