Id think the best way simulate fire with open gl would be with a particle system. you might also want to look at shaders
Donīt try to use shaders, as long as you are a beginner. Use a particle-system. Every game uses particle-systems for fire, smoke, explosions,...
At nehe.gamedev.net there is a tutorial about a particle-system. Particle-systems are really easy. After reading that tutorial you should be able to do everything you want http://www.opengl.org/discussion_boards/ubb/biggrin.gif
