Really basic OpenGL question

I have used OpenGL a bit for small demos etc, but I just realized that I don't know much about openGL.

My question is can all ARB functions just be used or if they must be initialized just like EXT functions?

All the ARB EXT SGI etc use the same extension mechanism.
