Should I learn windows programing first?

Since a lot of openGL programming does not have anything to do with windows per say, but more with math and graphics. I would not start with windows programming.

It would be more helpful to learn basic C/C++ programming, if that is the language you would like to use.

Also C/C++ there are lot's of free compilers that you can download in which to create a openGL program.

nehe.gamedev.net is a good place to start with tutors on openGL programming.

Later once you get the feel for programming then and want to do more Microsoft windows API type programming(pull down menu's, buttons, etc), then start on the windows API.
