Holografic effect?

How can I emulate an holografic effect on a quad?

i.e. A quad with an hologram inside it.

draw the image to a texture with the trippy colors and render it on the quad/tris/etc http://www.gametutorials.com has a tut in Opengl section for rendering to a tex.
