Where could I download newest version of OpenGL ?

This one must be in the archive at least 131072 times by now.....

Anyway, it depends on your hardware, go to the website of yours cards manufacturer and have a look.

If you mean that you want to develop OpenGL (1.3 or later) applications you usually don't need any extra stuff, it's all available through extensions.
