Games under win 9x can't detect opengl

I've installed serveral icd but under win 98 or ME any games i try to play onl detects direct 3d but not opengl. I've tried several driver sets, but it doesn't work. But under win 2k it has no problem with opengl. And I have the latest opengl32.dll file. How can I get opengl in win9x. any help will be appreciated.

Check the text file win.ini for a string DVA=0

I've checked the win ini and it isn't there. Under what tab would I put this under.
