I think it would look like that if you do not have any hardware supported OpenGL. In your earlier posts do you write that you have a GF2 so this should work. Check your win.ini for the string DVA.

You can also try to run this program http://nehe.gamedev.net/tutorials/vc/lesson25.zip
and check the vendor string.
