If you have an NVIDIA card there is a refresh rate fix that you can download but i dont know the URL.

I am having the same problem it's driving me mad, if anyone can find the patch please post it. If I find it i will do the same

28.35 Nvidia Detonators XP - Refresh Rate Fixed

then goto
http://www.xp-erience.org/

and download NVrefresh tweaks

install the drivers first then run refresh tweaks. I have done it and it works, make sure you download the right driver ie 28.35 it's the only one I got to work.
