Cant seem to find any GL drivers for XP, so that I may play SOF II...
I really want to play SOF II

I reaching out to anyone you can help..

You need to get new drivers for your 3d card, which you can get from the manufacturer's website. Those include opengl drivers.

I also have SOF II with a ME, and can not get it to play correctly in high action scenes...is this your problem as well?
